Our story

A network built to serve progress.

Founded in 2021 as a strategic consultancy in Maputo, Blaise Packar has grown into an intercontinental network of legally independent member firms — united by one purpose: to place advisory, audit and related capabilities at the service of human progress in Lusophone Africa.

Our story

From a single desk in Maputo to an intercontinental network

Every network has an origin. Ours began with a conviction that the region deserved advisory services built to international standards — without losing the local knowledge that makes advice actually useful.

2021

The beginning

Blaise Packar is founded in Maputo as a strategic consultancy. Three consultants, one shared conviction: that rigorous advisory should be accessible to the organisations that drive real progress in Lusophone Africa, not only to large multinationals.

2022

First institutional clients

The first mandates arrive from family businesses and public institutions. Our approach — diagnosis before recommendation, execution over intention — begins to define the practice.

2023

Expansion into audit and tax

The practice expands into audit, assurance and tax. With it comes a commitment: independence of judgment is non-negotiable, even when it means walking away from a mandate.

2024

The network takes shape

Member firms are formalised in Angola and Malawi. The Blaise Packar Intercontinental Network Limited (BINL) is designed — a structure that allows each firm to be legally independent, while sharing methodology, ethics and quality standards.

2025

Bridges to Europe

Bridges are built with Lisbon and London, connecting Lusophone Africa to European capital, regulation and talent — without diluting the local anchoring of every practice.

2026

The network today

Four locations. One standard of excellence. A growing team of specialists serving organisations across the region — and a purpose that has not changed since day one: to place our capabilities at the service of progress.

Our difference

Why organisations choose Blaise Packar

We are not the largest. We are not trying to be. Our difference is in the way we work — and in what we refuse to do.

01

Independent judgment

We refuse mandates where independence may be compromised, even when losing the proposal hurts. Our advice is worth nothing if it is not free.

02

Local anchoring

Our teams live in the markets they serve. The advice we give is designed for the real context — not imported from a template.

03

Execution discipline

Strategy without execution is intention. We accompany decisions until they become measurable results.

04

Intercontinental scale

We mobilise expertise across geographies — from Maputo to London — with one standard of rigour.

What we stand for

Four values that shape every decision

These are not slogans. They are the criteria by which we accept mandates, hire people and measure ourselves.

01

Progress before scale

We measure success by the progress we enable, not by the size we reach.

02

Independence above convenience

The easiest answer is rarely the honest one. We choose the honest one.

03

Responsibility to the next generation

Every decision we help make should leave the region more capable than we found it.

04

Excellence as a habit

The standard of rigour does not depend on the size of the client or the fee.

Sustainability & inclusion

Progress that does not cost the future

Human progress and environmental responsibility are not in tension. They are the same project. A network that advises organisations on their long-term strategy cannot ignore the planet on which that strategy depends.

We integrate sustainability and inclusion into our own operations and into the advice we give. Not as a compliance exercise — as a condition for the kind of progress that lasts.

  • Carbon-conscious operations across all offices
  • Inclusive hiring and equal opportunity at every level
  • Pro-bono and reduced-fee work for civic and educational organisations
  • Advisory frameworks that integrate ESG criteria into strategy
Our commitments

Three commitments we hold ourselves to

Inclusive growth

We support organisations that create opportunity for the communities they serve — not just for their shareholders.

Responsible governance

We advise boards to treat governance as a condition for long-term capital and talent — not as a formality.

Environmental responsibility

We help clients integrate environmental criteria into strategy — and we hold ourselves to the same standard.

A word from our leadership
Blaise Packar
We did not build Blaise Packar to be the largest firm in the region. We built it to be the one that organisations trust when the decision actually matters. Everything else — the offices, the network, the growth — follows from that.

Network model

One network, one single standard of excellence

Few organisations operating between Mozambique, Angola and Europe find a partner capable of keeping the same standard of rigour across all jurisdictions. Blaise Packar Intercontinental Network Limited (BINL) was designed to close that gap: legally independent member firms, united by common methodology, ethics and quality.

Shared governanceCommon technical and ethical standards across member firms
