The context

Development organisations face new scrutiny

The development sector in Lusophone Africa is undergoing deep transformation. International donors — bilateral, multilateral and philanthropic foundations — are becoming more selective in resource allocation, demanding rigorous impact metrics, financial transparency and proven institutional capacity. At the same time, national governments are demanding greater coordination with country priorities and alignment with national development strategies.

In parallel, new sources of financing are emerging. High-impact philanthropy, impact investment, climate finance and blended finance are channelling significant capital into the region — but with far more rigorous governance and reporting requirements than a decade ago. Organisations that fail to adapt to this new environment face growing difficulties in accessing financing.
